Challenge

Montana Fish, Wildlife & Parks (FWP) offers discounts on hunting and fishing licenses, allowing active military personnel stationed in Montana, and their family, to qualify for in-state resident pricing. However, FWP faced challenges in efficiently managing these military discount applications. Although the application process had historically been online, applicants were previously required to mail or physically deliver supporting military documents. This process caused delays, introduced errors in processing, and created logistical hurdles.

Solution

To address these challenges, FWP partnered with BlueVector AI to implement a digital solution leveraging Google AppSheet and Document AI. The system allows applicants to upload supporting military documentation directly with their online application, eliminating delays caused by mailing or in-person drop-offs. AI extracts key data from the documents, enabling FWP staff to efficiently verify eligibility based on criteria like active stationing at a Montana base. Once verified, integration with the FWP Online Licensing System (OLS) ensures that approved applications are seamlessly processed, and licenses with the appropriate discounts are issued. For rejected applications, staff notify applicants and process refunds. This streamlined approach has reduced processing times, removed barriers for military applicants and their families, and enhanced the overall experience for all stakeholders.

This streamlined digital solution has significantly reduced processing times, cutting the typical application review and approval period by an estimated 50-70%. Military applicants and their families now experience faster resolutions, with most applications processed within days rather than weeks. These improvements have enhanced efficiency, reduced delays for applicants stationed overseas, and minimized administrative burdens on FWP staff.
